The Participation Observatory was born in 2008 from the commitment of the Emilia-Romagna Region to identify new and effective forms of dialogue with citizens in a moment of particular distance between politics and society.

It was set up, first of all, to allow an effective analysis of the Emilia-Romagna participatory phenomenon, in order to adopt specific actions to encourage and improve the quality of the participatory approach by all public bodies in the territory. For this reason, the Participation Observatory has immediately taken the form of a common space of interaction and exchange between the various actors involved in participatory processes, to enhance the knowledge of citizens and the commitment of groups, organizations and representatives throughout society.

Along this direction, it has also evolved to cope with the lack of a space for benchmarking and study of participatory experiences already carried out which would provide local authorities with a knowledge base to be used as a tool to improve their administrative action, in particular the participatory proposal.

Stimulating participation and improving its quality have always been the main points of the Participation Observatory's mission.
