The OCAS is an innovative multilevel governance initiative that brings together the Government of Catalonia, the Barcelona City Council, PRODECA, and the Barcelona Metropolitan Strategic Plan to transform the food system towards a more sustainable, healthy, and fair model. Both Catalonia and Barcelona have shared for years the vision of a necessary transformation of the food system, toward more sustainable models from a triple perspective: environmental, social, and economic.
It also aims to foster knowledge-sharing and trust-building among teams, the creation of a shared work culture, and an understanding of the internal processes of each participating institution. In its first year, OCAS promoted 23 projects with impact in food education, food waste prevention, local marketing, equitable access, and sustainable public procurement.
Thus, within just one year, OCAS has begun to position itself both inside and outside institutions, creating synergies among the organizations involved and with external actors in the food system. It is also beginning to establish itself as a key agent in the cross-cutting integration of sustainable food approaches in policies and projects, contributing to a real and structural transformation with a metropolitan vision and future perspective.
