What is a best practice in Public Management?

 

A best practice is an activity or process of an administration that has produced outstanding results in public management and that can be replicated in other organizations to improve their effectiveness, efficiency, and innovation for the benefit of the collective good. It can be a practice aimed at improving the internal functioning of the public administration, or a practice that has the citizen as its direct recipient.

 

What is the purpose?

To promote and incentivize those best practices currently implemented by different regional governments with the aim of improving the quality of service provided to citizens.

 

What are the objectives?

- To identify and give visibility to the best practices of regional governments from all over the world.

- To stimulate the dynamism and efficiency of Public Administration.

- To disseminate, support, and promote the adoption of best practices in public management within regional government institutions.

- To position the concept of best practices in public management as an effective tool for regional governments.

 

What is the scope?

This award has a global scope and is addressed exclusively to intermediate governments: regional, provincial, or federated states.

 
 
 
 
 

XI Regional Best Practices Award 2026

What are the requirements?

- The submitted best practices must have begun implementation and their initial results must already be known.

- In the case of best practices developed by more than one institution, the institutions may apply jointly or separately.

- All information contained in the application for this contest is considered true by the mere fact of its submission. If it is verified during the evaluation process that this condition is not met, the application will be automatically disqualified.

- Practices shall be submitted in one of these three languages: English, French, and Spanish.

 

How will they be evaluated?

Practices will be evaluated based on objective, technical, and verifiable criteria; in an independent, apolitical, and impartial manner, within the framework of the United Nations resolution A/RES/70/1, “Transforming our world: the 2030 Agenda for Sustainable Development.”

The General Secretariat of ORU Fogar will be responsible for: Organizing and verifying that the information submitted by the applicants at the close of registration complies with the formal requirements, according to the Rules;

- Resolving any doubts or queries regarding the X Regional Best Practices Award;

- Supporting the work of the Jury as necessary

 

The Jury will be composed of members of recognized trajectory and public credibility, including prominent professionals from the university and academic, business, cultural, and public administration worlds. It will be responsible for choosing the finalists and winners of each category among the ORU Fogar Best Practices. Any conflict arising from the interpretation of these Rules will be resolved by the Jury, in coordination with the General Secretariat of ORU Fogar.

 

Evaluation Criteria?

  1. Citizen welfare: it must be oriented towards improving the quality of life of citizens. It is necessary to explain and demonstrate in concrete terms how the measures adopted benefit the citizenry.

     

  2. Impact indicators: The practice must describe and support the impact on citizens and the institution through concrete indicators. Impact will be considered as the positive consequences the experience has had on the welfare of citizens, not the direct results of the experience.

     

  3. Replicability: it must demonstrate that it is potentially replicable and/or has been replicated by other instances of the entity itself or by third parties.

     

  4. Relevance: it must disclose the relevance of the problem it faced (or is facing) and the effectiveness of the solution proposed through the execution of the practice.

     

  5. Creativity: it must be innovative and original in its different phases, that is, show creativity in the design, implementation, dissemination, and/or monitoring of the submitted experience.

     

  6. Efficiency: The implementation of the practice must involve greater efficiency in the management of the region's heritage.

     

  7. Integrality: it must be explained in its particularity and detail; however, it is necessary to briefly explain the context in which it takes place. This implies explaining the institutional framework, the strategy, and/or the public policy of which it is a part and to which it owes its execution. The experience must not be an isolated effort but must respond to institutional objectives.

     

  8. Sustainability: it must ensure that the implementation of its actions does not have a negative impact.

     

  9. SDGs: it must specify how it was inspired by the SDGs and contributes to their achievement.

 

How to participate in the Award?

- Fill out the Registration Form and Authorization for the disclosure of practices and use of image. (Annex to these Rules).

- In the first instance, each region may present as many projects as it wishes, but only one (1) among those presented will be awarded.

Act of publication of finalists and award ceremony

At the General Assembly of ORU Fogar.


Following the proclamation, ORU Fogar will organize a virtual presentation in which the winners will be invited to participate .

What is the award?

The five best applications will be recognized as Regional Best Practice 2026. The award will consist of:
  • Its presentation at the General Assembly of ORU Fogar.
  • Its dissemination by the Award organizers for international recognition and replicability, especially through the relevant communication channels and networks of the United Nations.
  • Its publication in the ORU Fogar best practices bank.
  • A certificate of recognition accrediting the winners of this edition.
  • No remuneration is included, either for attending the award ceremony or as a prize.

Intellectual Property Rights

By the fact of submitting a best practice to the X Regional Best Practices Award, the applicant grants the Secretariat of ORU Fogar express authorization to disseminate and make use, in whole or in part, of the content of their application and the institution's logo, as well as any additional information presented.
